Sync Windows Live Contacts with Windows Phone
If you are a user of Microsoft Outlook, you will be disappointed to know that Microsoft does not offers a direct sync tool like Activesync. However, on the bright side, it does lets you import your Outlook contacts to your Windows Live account online. After the contact transfer, you can easily sync that account with your Windows Phone to fetch all of your contacts. Here are the steps on how to get that done.

First, and foremost, I have already written a detailed guide on how to sync outlook contacts with your windows phone, but that involves transferring them to your Gmail account and then to your phone. The approach being discussed in this post involves using Windows Live to transfer and sync contacts. Ready?

Open Microsoft Outlook on your Computer. Go to File (menu) >> Import and Export >> Export to a file. Select CSV (Windows). Now, open your web browser and go to contacts.live.com. I would suggest making a new live account for syncing purposes. From the Manage menu, select “import” and then select Outlook

It will ask you to import the CSV file. Browse for the file and it will import all the contacts. Now, on your Windows Phone, go to settings, make a new account (or the account in which you imported the contacts) and sync it. It will import all the contacts into your phone’s addressbook.
